Bugs and bug fixes

Is there a method to submit bugs / fixes/ and improvements to the underlying application ? I guess I'm wondering if there is an open github/gitlab repo that has an issue tracker?

For instance, the documentation states that php 7.1 or greater is required for installation, yet when installed with php 7.3 there is an error thrown when in the getBackupFiles_asOptions function in database_functions.php. (see attached file with the error/fix)
