User Accounts (how to set limits?)

I upgraded to v1.12 and expected to be able to assign users access to certain sections. When I modify a user I see that I can change them to Regular or Admin etc. but I can't specify a section. How do I specify a section? Do I do this from the specific section I want to limit or allow? I could use some help on understanding the new user access features.
