Simple PDF News Page - Best Way?

What's the best way to make this? Using a single text box and linking to PDF files? I would like to make it so the client has as easy a time as possible to upload files. I was playing around with the upload command and using the Title & Caption function but i just couldnt seem to get it rolling like I wanted.

I do have it looking good now but it using just a wysiwyg box and I think it could be simplified for the end-suer

I have a feeling the answer is going to make me look stupid but since I am a CMSB noob I feel ok about asking :)

Yea, at first glance I'd say setup a multi-record section with fields for: Date, Title, and Uploads. Then display the date and title and links to the uploads.
Then in future if you want to add filtering by year you could use the date data already entered.
