Disabled Records Setting - Bug?

This has now tripped me up a couple of times. If the Disabled Accounts (Advanced) checkbox is active for a table, the contents are not visible online.
Am I misunderstanding it's function? Or does the description that it "Hide records from user accounts that are: deleted, disabled, or expired" need to have "database user" added to the list of viewers that will not see the data?

If you have that checked then content created by users who are "deleted, disabled, or expired" should be hidden and not shown on the websites.
And content created by regular users with access should be visible.
The idea is that if you were charging someone a fee for an account then once their account expired all their listings would disappear until it was re-enabled again.
Make sure your records have a "Created By" user that exists and has access.
