Insert Picture In Tiny MCE

I have a site that is in an older version (1.13) and I recieved a call stating that when they insert a picture into a WYSIWYG area that there has not been a browse button to locate files locally.
I have looked and sure enough there is no browse button. What would be causing this to happen?

Hi Michael,
Double check that uploading is enabled for that wysiwyg field in the field editor.
