getpage: Error opening socket: Operation not permitted (1)

Went to log in for the first time in a couple of weeks and the admin.php script is bringing up a "getpage: Error opening socket: Operation not permitted (1)". It had always functioned previous to this.
I did a fresh install of the latest version and still get this error message. Spoke to my hosting provider and they said there was a possibility that a server upgrade might have reset some PHP or GD settings. Any suggestions on how to fix this?

Quick follow up. GD is turned on, it's running PHP4. Doesn't look like those settings have changed.

Hi sidcam,
It's probably the server upgrade. If you can send me CMS and FTP login details I can patch it on the server to workaround that error and then add that code to the next version so that problem won't come up again.
