Specifying user access

When creating a user when logged in as an 'admin user', there are options to specify access level per section, but if access to 'User accounts' is given to a non-admin user, then that user only seems to be able to create users and grant either 'Author' or 'Editor' permissions for all sections together and not individually.
Is this correct? I'd like to give control to a user to create new users and grant permissions on an individual section level, but not give them full admin access.
