We'd like to charge our clients monthly/yearly fee for using CMS Builder. For the cost, we will provide our clients translation of updated CMS Builder, tech support, and +. Would this be permitted by interactivetools.com?

Absolutely, in fact billing your clients monthly is a great way to make it easier for them to afford and for you to make more money over the long term.
