When you set up the upload field in your section editor you can set up Input validation rules.
The default is 25 uploads but you can change that number to anything you want or un-check to allow unlimited uploads.
In Admin, open the section that contains the upload field, click on "modify" for the upload field, click on "input validation" to show the options and change the "maximum uploads" field to suit your needs.
