Absolutely! You'll want to use a Multi Record section for this.
While there are many ways to set this up, the simplest is to set up both a List viewer page and a Detail viewer page. When your client adds a new record, a new link will appear on your List page. Your Detail page will handle all the links from your List page, mimicking an entirely separate page for each record.

..ok that sounds good - I was wondering whether I'd be better off getting the Article Manager? But you reckon CMS can do it ok, that's great.
Basically the site will have a list of Clubs, then if people want to set up another local club, it will be added to the list page, and link to a new page which will have all the various club details and maybe pictures. Sound feasible?

You'll definitely have a lot more flexibility with CMS Builder.
As long as the people setting up clubs will be doing so with pre-arranged usernames and passwords, yes this is completely possible.
