drag sort on uploads

What is the purpose of the 'drag' column appearing next to the upload fields of a record? I have a record with six upload fields and a client is attempting to reorder his uploads using the drag feature, but it does not function in that location. Shouldn't the drag column be hidden in that location?
Just want to make sure I'm not missing something.

Hi Deborah,
You are able to re-order uploads within an upload field. It will reorder the images within that one record, it wouldn't affect the order of uploads for other records.

Okay. Now I understand.
Each of the uploads fields are separate fields within the same editor, not multi-upload fields. Although each of the individual fields contains just one upload, the 'drag' button appears anyhow. I can see how that could be confusing to a user.
