CMS Builder on IIS

I have a client with a in house server running IIS. Their tech support has installed the following requirements.
- PHP v4.3.2+ (without 'safe_mode' on)
- PHP Extension: mysql
- PHP Extension: gd
- MySQL v4.1.7+


Because its not Linux base I cant change the files to Write Access like I normally would and they don't know how to change the files on their end(they have no idea what they are doing)

Is there a way for this to work on IIS? Are there any instructions that I can pass on to make the files writable?
