There would be a number of different ways to do this, depending on exactly how you need your play lists to work.
Here are some questions to help to clarify:
-What functionality do you need a play list to have?
-How are songs being stored? (ie, are you uploading the song each time or do you just need a path to the file?)
-How are play lists being created?
Let us know and we can give some suggestion on how this can be set up.

at the moment songs are loaded individually into CMSB and are publised to the following page www.socanews.com/music[/#000000][font "Verdana"]

List are created by a useer from the current track playing.

Okay, I think I see where you're going. A good solution would be to use the [url http://www.interactivetools.com/add-ons/detail.php?Website-Favorites-1013 ]Website Favorites plugin[/url]. This would allow an individual user to add tracks to their favorites list. You can then have a page that works just like your current music page, but only loads the tracks from their favorites list instead of all the music in your library.

Yes, you would need the website membership plugin to allow users to login in order to create their playlists. If you want them to create their playlists by logging into CMS Builder, we can look at other solutions.
