Links in the software not working

I have been running the realty version of CMSbuilder on a domain for a while. I recently migrated to a new host. I successfully installed the whole system with posts. But, when I log in as admin, go to the Section Editors and modify the homepages, I have a problem. The navigation tab items at the top ("Viewer Urls", "Seraching", "Sorting", and "Advanced") look like links but nothing happens when clicking on them.

When viewing the source of that page, there are no <a></a> records (maybe javascript is supposed to handle these links):
<div class="tab tabOn" id="generalTab">General</div>
<div class="tab" id="viewerTab">Viewer Urls</div>
<div class="tab" id="searchTab">Searching</div>
<div class="tab" id="sortingTab">Sorting</div>
<div class="tab" id="advancedTab">Advanced</div>

I am having the same problem on Admin>Section Editors>User Accounts.

Also, (I'm sure it's related), there are links in the user account table that are doing nothing. Again, viewing source, it looks like this:

<a href="#" onclick="modifyField('irw_accounts','fullname'); return false;">modify</a>

I'm guessing the href="#" is there because there is supposed to be some javascript handling these links. I used firefox's javascript error reporting and found "modifyField is not defined" comes up when clicking on a modify link in the table. Did some javascript not get loaded?

My guess is that I uploaded my cmsBuilder code that I have been using for years, installed it, and then the installation script pulled in something new. Then that new code tried to use some code that wasn't in my cmsBuilder code that's not up to date. What's missing or out of date?
