Upgrade... lost users and menu

I just upgraded a site (which I've done many times before), but this time the section editors and users are not showing up in menu bar... just admin section.
They all show up in the "section editor", and the records appear to be in the database. Even if I add a new section, it won't show on the menu bar.
Anywhere to look?

Edit the uCheck your user account that you are logged in with and set: Section Access > All Sections to "Editor".
