wysiwyg link editor not popping open?

When creating a link in the wysiwyg editor, the editor windows appears in what looks like an iframe in the lower left corner of my screen. Actually, it opens two duplicate instances of the link windows and iframes.

No clue what's going on. Other windows and pop-ups seem to be working fine. I havent made any custom changes to cmsb or its css. It isnt happening on other installs so I dont think its my browser or firewall / pop-up software.
