Hi James,
There is definitely a solution, but it would require a small amount of customization.
What we can do is set up a field in the user accounts section called "Maximum Featured Records" where an admin can set how many featured records a user can set.
In the featured table, they can still create as many listings as they want, but we can have a custom plugin check to see how many they've set as "featured" when they save their record. If they've exceeded their maximum, it will tell them so and not let them set that particular listing as featured.
