is it a feature of this program to allow video embedded content in the articles?

Yes, CMS Builder does include the option to upload and embed videos.
In the rich text editor, there is a "Insert/Edit Embedded Media" button. Clicking that
you can upload a file and then control how it will be displayed.
You can also control what files extensions users can upload: wmv, mov, swf, etc.
