Hi, Im getting this as well. I launched the client's site and sometimes i get the following error:
Hello, Website Visitors!
We are temporarily experiencing high website traffic or technical difficulties. Please bookmark this page and come back later.
But most of the time, it connects and i see the website fine. I did the Mysql test and got the following:
MySQL max_connections: 4000
MySQL max_user_connections: 35
What might be causing this? Any thoughts will be greatly appreciated. Client wants an explanation

Hi,
When you see the database error page, what is the error message underneath the "We are temporarily experiencing high website traffic" text?
Can you check with the host to find out if there is any current issues with the mySQL database server and/or if any other sites using the same server are getting heavy traffic?
The host should have logs that can indicate to them when database connection issues occurred and also point to the cause.
