tiny mce not creating browse button in images

I have a very weird issue, the browse button when you add an image, is not showing up in one section of one of my websites, it shows up in other sections, in the same site - both in wysiwyg sections. I thought there might be something with the version of CMSB so i upgraded to the most recent version (2.5) still the issue occurs, so I upgraded tiny_mce to 3.5.8 in case that was related, still the issue occurs. I am at a loss. Also, I am having an issue with the ability to preview within cmsb, I get an error message about the file not being found and this is the url: http://www.delanceyplace.com/cmsAdmin/view_preview.php?preview-9999999999 (view_preview.php is the page I created just for previewing).
