Can you have two Permalink fields?

Unfortunately there isn't an easy way to add a second permalinks field to a section. The easiest method might be to create another sections for both English and Arabic press releases as you suggested.

Another method would be to manually create a second permalink for each record. You can do this by logging into your CMS Admin area, then going to the plugins section, then selecting the Permalinks DB link on the permalinks plugin listing, this will take you to a section where all of the permalinks are stored. You can then manually create a new second permalink for a record, you would just need to leave the Custom Source Url field blank, and add the tablename and record number for your permalink in the appropriate fields. If you look at the records that have already been created in the section you should get an idea of the layout.
