Can the Global Disable Erase records checkbox be restricted to non-Admins?

Hi all,

 I’m setting up a site for a client where they want to restrict users from erasing records but as admins be able to erase records without changing the Advanced >Disable Erase Records commands

Anyone done that before? Am I missing something really simple?
