language translation for front-end website visitors

Does anyone know of a good solution to provide a method for the site visitors to select options to translate the content of the front-end of a CMS Builder website to another language?
Can the front-end language translation be hooked into CMS Builder's built-in languages under > General Settings > Regional Settings > Program Language ?
