I am getting emails from clients with the attached problem. My host switched everyone to php 5.2 to 5.3 See attached image.

Version 2.61 I did just purchase the 2.63 version. It has just started since my host switched php versions.

I'd say this is a case of the upload_tmp_dir not being set properly by your host after upgrading PHP to 5.3. Can you contact them and ask if that setting can be added to the server's php.ini?

Would it be fixed if I just upgrade all the clients to the newest version of cms builder?

No, sorry. This does sound like a hosting issue to me.

Can you ask your host what the upload_tmp_dir should be? At the very least, you can add that setting to a custom php.ini for use on the sites.
