CSS Broken? Display issues after adding firewall (and still there after updating)

Can you help me out as to why the layout of the CMS may have become garbled and hard to work with. It looks like a CSS issue, it creates a "double" header to the page and throws off all the rest of the display .
To try to correct, I uploaded a new version of the CMS with no data and it looked perfect, but as soon as I added the schema files, plugins and uploads it went bad again. You can see part of the issue even before logging in at: http://tucsonohio.com/cmsb/admin.php. I can provide login if it helps.

I'm not seeing any issue when viewing in Chrome or Firefox.
Can you clear your browser cache and let me know if the issue still exists?

You're absolutely right! Had cleared it several times after firewall went into place, but it needed one more. Thank you!
