Hi Douglas, 

What way have happened is that your web host upgraded PHP and the new version isn't configured properly.

When you upload a file PHP temporarily stores the file in a directory specified by the 'upload_tmp_dir' path from the server php.ini file.  It sounds like your server admins have left that temp upload folder set to "/localservices/phpupload" and that folder doesn't exist.

What I'd recommend is emailing your web host and asking them to take a look and fix it.
