I'm making a website in Arabic. (The first site in the world to use Arabic in the domain name is the new gTLD) and use the great new permalinks.
But all press releases are available in both English and Arabic. I use URLs for Arabic URLs, but I want to use English as another language, or do I have to create two sections - one for English, one for Arabic?

If you want to use the automatic permalinks generation, then yes it's likely that the easiest thing is going to be to create separate sections for different languages. You can try experimenting with Related Records or advanced list fields to maintain the association between translations of the same content.
If you want to maintain the translated content within a single record, my suggestion would be to duplicate the fields which need to be translated within the section. However, this makes it more complex to manage different permalinks for each language.
