3.53 Field Editor New feature possible bug?

According to the change log for 3.52 there was an added feature:
Field Editor: "Update all existing records" feature available when adding a new field with a default value.
I do not see this option in 3.53 and my new field is not set to the default value for existing records.

Hi Jeff,
This option only shows up when adding a field through the "Add Field" button and won't work with Quick Add or when editing a field. Could you confirm which method you used? I've included a screenshot of where the option should show up.

I used the quick add then edit. Update could be available to set default if previous value was null?
it would be nice if this was documented.
