Is the Twitter Plugin a MUST HAVE/USE piece of the website membership functions? Can it be disabled?

Hello I.T.,
Is it imperative to have the Twitter login function active with current versions of CMSB? Several of my clients do not use, and do not plan on using, Twitter in any shape or form.
It bugs them that this message is constantly at the top of the CMSB pages:
Twitter Login: You must enter a value for TWITTERAPI_CONSUMER_KEY!
You must enter a value for TWITTERAPI_CONSUMER_SECRET!
While not using a twitter login doesn't seem to impair the functionality, showing a 'negative message' leaves a bad taste in their mouth. Telling them to "trust the science" and "just ignore the errant error message" just does not invoke positive thoughts.

Are you using the plugin for anything? You could try just disabling it. It's not required.
I know Twitter has been deactivating some of their APIs lately so that might be an issue as well.

Not using it whatsoever. It's a system plugin. How can I safely disable it? Thank you.

Sure, you could either remove this line at the top of the plugin and then disable it: Required System Plugin: true
Or just remove the plugin files/folder from the /plugins/ folder. Sometimes I'll just zip them up and leave only the zip file so it's there if I need it in future.
