loadINI: Undefined array key "PATH_INFO" while upgrading from 2.14 to 3.65

I have a site that I have to upgrade from 2.14 to 3.65.  I get the following error while doing the upgrade:

loadINI: Undefined array key "PATH_INFO"

This is at the earliest spot in the upgrade, so I think it's OK to not restore the database.  If I take it back to the saved cmsAdmin folder, it comes up OK.

I looked at the software and it seems to be doing the right thing with PATH_INFO, but I can't say for sure.

I am looking at the code now, but there is quite a bit.  Has anyone run into this?
